I am under 18 and i want to know if i am suppose to sign the Registration Form,
the Student Release Form, and the Talent Release Form? Also to whom do i send these forms to?
if you are under 18 you will need sign the form and have a parent or legal guardian sign the forms as well. There is a section on each form for the parent to sign.
You can email, mail or on the online registration page there is a document upload section where you can send the forms.

There is no cost for the starter kit. The entire kit is in a .zip file. Are you getting a message from a third party software that is asking for money? Specifically to unzip the file package? If that is the case, you should download each item individually.
Hello there! I’m a student currently working on my video to submit into your scholarship contest. I had a brief question on how I’ll be able to use music for this video. As long as I use royalty-free music or create my own then that doesn’t go against any of your rules, correct? Or do you have a preference from where you’d like me to get my music from? Thanks!
You have a lot of options for music. Royalty-free or your own music are acceptable. There are several places to get free and inexpensive music for a video. Vimeo’s music store has a large library of music http://vimeo.com/musicstore
Is there a limitation on the number of people to be apart of this project and to receive the scholarship prize in the end? Also, is the theme strictly on “No texting while driving” or is it generally on safe driving?

no limit in the number of participants. Only two people will receive the a scholarship.
Do the other students being shown who fill out the talent release form also fill out a student release form?
They will only need to sign the talent release forms
